This frame is NOS (New Old Stock).  

It does appear that it was partially assembled with wheels & seatpost.  However, it is obvious that no BB was ever installed.

The RRS frames were way ahead of their time.  They were packed with features that have become widely used throughout the bicycle industry.  It took the rest of the industry over a decade to start catching on to these great innovations.  

Fork legs that were mitered to mate to the tubular dropouts.  These are commonly referred to today as "Breezer" dropouts... as if Joe Breeze (the mtn. bike legend) had invented them - whatever!

Cantilever rear brakes on a bmx bike... hard to find a race bike without them these days!

Eccentric BB.  They used a tandem style eccentric BB to tension the chain.

Vertical rear dropouts - like I said, they used the BB to tension the chain.  No need for horizontal dropouts!

Externally reinforced head tube.  They reinforced the head tube at the lower headset cup. 

RRS ceased production of these frames roughly 20 years ago.
