Knowledge Management (KM) must be applied both domestically and globally. This issue of KM begins by comparing facts about Quality Of Life (QOL) in Sub Saharan Africa and G8 nations and then addresses one aspect of a digital divide within the United States. The purpose for presenting the comparisons is to promote strategic thinking about Knowledge Management opportunities for converting domestic and global digital divides into QOL Win Win digital dividends. A
Global Digital Divide: Sub Saharan Africa and G8 Nations
659 million people live below the international poverty line of US$1 a day. Africa's share of world trade has plummeted, accounting for less than 2%. More than 140 million young people in Africa are illiterate, and Africa is the only region where the number of children out of schools is rising. Life expectancy in Africa is the lowest in the world, and continues to decrease with HIV/AIDS incidence rates of more than 25 percent in some countries. More than 200 million Africans have no access to health services, and more than 250 million lack access to safe drinking water. One African in five is affected by armed conflict and the number of civilian casualties of war is higher than anywhere else in the world." G8 economies account for 48% of the global economy, 80% of the economic activity of developed economies, and 49% of global trade. A Domestic Digital Divide: Building Business Capacity Development Opportunities "KM
is an ongoing process and a journey of continuous learning and improvement

I taught
E-Commerce
for
the College of Business and Management, Cardinal Stritch University.
Approved course "Learning Outcomes" had been specified. A key learning
outcomes was:
An excellent textbook had been selected with units on B2C, B2B, global EC, and M-commerce. E Commerce Strategic Plans were developed by Study Groups. One Study Group developed a strategic plan to market Huggies in South Africa. A second plan focused on Cell Phones in Senegal. Imagine an analysis of cell phones by multiple venders including Ericcson, Motorola, Nokia and Samsung and the technological infrastructure to focus on meeting education and training plus health care needs. Nokia provides a page summarizing its cell phones and five pages of models 3410, 3510, 7210, 6310i, and 9210i. Analysis can be made from company Web sites: Motorola http://www.motorola.com Nokia http://www.nokia.com Samsung http://www.samsung.com General Motors' spin off Hughes and (b) Astrolink, from aerospace giant Lockheed Martin. http://astrolink.com A third Study Group produced four individual plans focused on Ghana. One plan concentrated on Nutritional Services for Pregnant Females in Two Zip Codes in Milwaukee, then in Ghana. A second plan focused on extending telephone lines. A third plan was on matching job seekers with employment opportunities Ghana Employment Match (GEM). A fourth plan was on Computer Based Distance Education to support above mentioned plans and later expand. Although excellent, the plans were not ready for venture capital support. But, that will come. A great deal of what I did should be included in secondary education and available online. And, we should be preparing Knowledge Managers (KM) at the building level and Chief Information Officers (CIO)s to facilitate student and teacher development to achieve high standards. Our real challenge, however, lies far beyond a course or a concentration in EC. We must help adults. We must prepare a Gen M for a broadband Anytime Anywhere Learning (AAL) scenario with contemporary B2B and B2C content and articulated Career Development e-Paradigms. We have a long way to go. By helping children and youth we will assist adult disadvantaged and minorities overcome decades of being poorly served via current policies and practices. A page that follows contains (a) categories of entrepreneurship and (b) aspects of an e-commerce with sources for plan development information and a framework for organizational development. Exercises are included on (a) analysis of activities by IBM in Africa and (b) e Market Analysis of needs and wants in Ghana. Career Development (CD) Paradigms for awareness, exploration, and specializations with concentrations became clearer along with competency and skill requirements. Included in this newsletter are (a) CD Conceptual Frameworks; (b) GetEducation.com's list of best distance learning business and management schools; and (c) how to access KM newsletters, resources including CD models, CD papers, and a Career/Life Planning dissertation by K. Green. |

E-Commerce is about a fundamental restructuring all aspects for doing business domestically and internationally, e Market Analysis (e-MA) through e-Customer Relations Management (e-CRM). E-MA begins with cultural awareness, analysis of needs and wants of clientele (a market share), analysis of "Best of the Best" advertising/marketing to comparable consumers by enterprises, and a critique of Continuous Quality Improvement (CQI) -- a Michael Porter approach to assessment. E-MA includes cultural, demographic, economic, political, social, and technological variables. Above mentioned variables are analyzed to attempt to anticipate trends. An attempt should be made to analyze comparable historical data over equal increments of time to anticipate direction. Analysis of communication and information technology infrastructure is critical plus corporations that provide services in a focused market area because of competition or as a service provider. Access IBM in South Africa at http://www.ibm.com/za/ and read "Nokia and IBM join forces to expedite public wireless LAN roll outs. Mine ideas that may be valuable for your EC plan. Then, scroll back and click on @IBM e-business in the right upper part of the page and then under e business opportunity select e-commerce mine ideas for your EC strategic plan. Scroll back and under e business infrastructure select integration services. Continue to mine ideas for your EC strategic plan. Also, consider the Knowledge Management (KM) potential. |

| Memos to advisees during the mid 1990s turned into STRATEGIC PLANNING newsletters, because most activities had a focus on planning strategically for the digital era. For example, see Groff, Warren H. Strategic Planning (Thinking) for the Digital Era, 1999. ERIC ED 432 932. KNOWLEDGE MANAGEMENT has been the title since January 2002 in recognition of the role of Critical Thinking Competencies and Problem Solving Skills that are necessary in accessing and analyzing information in e-formats plus redistributing some of it and critiquing knowledge gained. Breaks in monthly issues occur when a project takes on a life of its own such as being asked by a federal program to research Career Development (CD) in Electronically Networked Communities | ||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||
