| BUILDING
COMPETENCIES AND SKILLS AT THE RATE OF IMAGINATION Building competencies and skills at the rate of imagination requires knowledge about research and development (R & D). The federal government in the U.S. has 600+ R & D centers. Federal Laboratory Consortium (FLC) for Technology Transfer is committed to the use of R & D for diverse applications. FLC's Assistive Technology "Miracles" through "demand pull" technology transfer projects have helped countless people have a higher Quality Of Life by becoming productive members of society and entrepreneurs. How can curriculum be created and implemented for entrepreneurs in emerging IT roles? http://www.federallabs.org http://www.vard.org/cent/centindx.htm "NEWSLINK" provides a continuous flow of lab
information. A display to access the FLC through regions
follows. In addition, the Advanced Technology Program of the
National Institute of Standards and Technology How can this knowledge be developed into learning modules? |
| EASY ACCESS TO THE
FLC THROUGH REGIONAL CONTACTS
To take advantage of the
FLC network and access the federal R&D laboratories and centers,
contact the FLC Regional Coordinator responsible for your area. The
Regional Coordinator working with the FLC Locator will assist you in
locating a specific laboratory to help meet your requests or solve your

STRATEGIC PLANNING (THINKING) FOR THE DIGITAL
ERA
The December issue discussed policy, mission priorities, strategic alliances, and addressed curriculum generally. Additional comments about curriculum are important Curriculum Academic standards and skills for technological occupations have been defined and specified over the past several years. AZ, PA, and WI have good frameworks for academic standards. WI received my "Best of the Best" award the last two years. Standards for English Language Arts, Mathematics, Science, Social Studies, and "Other Significant Competencies" can be accessed, BROWSED, and MINED from a series of Web sites. Other significant areas are Business Education. Information and Technology Literacy, Marketing Education and Technology Education. Access to the Pennsylvania academic standards: http://www.cas.psu.edu/docs/pde/standard/stan.html The December issue of Strategic Planning contained Web sites for four countries in Asia Pacific: China, Hong Kong, Taiwan and South Korea. The purpose for providing the information was to promote thinking about competencies and skills that are required to meet globalization workforce needs for the expanding family of IT professionals and technicians. This
issue contains additional information about Asia, E-Commerce and World
Trade Organization (WTO) Web sites.
What content knowledge should be BROWSED and
MINED for career pathways in emerging and traditional IT
occupations? What knowledge in classroom knowledge could student
service support? Advances in science and
technologies are applied eventually to all sectors of an economy and
society. The economy in the U.S. is classified into four "goods"
producing sectors - agriculture, mining, construction, and manufacturing -
and six "services" categories including wholesale, retail, finances, and
services such as education and health care.
What concentrations and specializations
could be available? How can a concentration in E-Commerce with a
specialization in EC for International Trade be co-created and delivered
in computer based Anytime Anywhere Learning or regular formats? What
elective units in an AAL format should be available?
Student Outcomes,
Technology, Human Resources Development, and Financial Resources will be
addressed in future issues.
What competencies
and skills should learners demonstrate in the use of pen scanners or
pocketreader technology? How and when should developmentally
appropriate learning units be in the curriculum? How can
comprehensive learning laboratories in an open entry-open exit format meet
needs of communities? |
|
GLOBALIZATION AND THE FAMILY OF IT
CAREERS
How will globalization expand the IT family of career paths? Chief Information Officers (CIO), Knowledge Managers (KM), and other occupations are critical now and will become more essential as nations shift from paper to electronic formats. CIOs and KMs in manufacturing and the services who are familiar with culture plus understand language and technology in tow countries will be able to provide a competitive advantage. In addition. E-Commerce (EC) and E-Business (EB) are in and services, like pharmaceuticals, make concentrations and specializations in Health Informatics (HI) essential. What are resources on which to draw to prepare the family of IT professionals and technicians for commerce in a region of the world, like Asia Pacific? What resources can be used to access knowledge in China, Hong Kong, Taiwan, and S. Korea that could lead to OPPORTUNITIES and clarify the challenges? |
|
ASIA SOCIETY
"The Asia Society is America's leading institution dedicated to fostering understanding of Asia and communication between Americans and the people of Asia and the Pacific." The Asia Society Web site http://www.asiasociety.org/ provides an abundance of information under nine major categories: About the Asia Society, Arts and Culture. Business and Economics, Education Center, Politics and Society. Regional Centers, Membership, Press Room, and Asia Society Store. The Education Center has knowledge under five major categories: Educational Resources, AskAsia, AsiaInteractive, TeachAsia, and Asia Society Videos. BROWSE and MINE the wealth of knowledge, especially Asian Studies WWW Virtual Library. |

GLOBAL CROSSING: LINKING ASIA
Global Crossing launched East Asia Crossing to link China, Hong Kong, Taiwan, South Korea, Japan, Malaysia, Singapore, and the Philippines, connecting them to Global Crossing's fiber optic network that serves South America, Europe, and South Africa. Global Crossing will manage the network that will offer access to services such as electronic commerce. |

E-COMMERCE TIMES
"Yesterday, U.S. Undersecretary of Commerce David Aaron reported that ministers at the WTO meeting in Seattle, Washington had agreed to keep the Internet tax-free probably well into next year." This December 3 story was the lead article in the http://www.ecommercetimes.com/ issue on December 4, a free newsletter delivered electronically directly to you. The full story can be accessed from the E-Commerce Web site. Four other December 3 lead stories were as follows: Online Shopping Soars During Last Week of November. Mattel's E-Commerce Dilemma. E-Business Need to Know Their Limitations, and Omnibus Appropriations Bill Holds Hidden Treasures for E-C. |

MOVING BEYOND THE PC
"Thanks to Finland, surfing the Net will be easier than ever." A new generation of devices that offer easy access to the Internet is beginning to appear in U.S. markets. Wireless application protocol (WAP) will make it possible for mobile phone s to tap into the Internet. In Finland, 67% of the population uses mobile phones versus only 28% in the U.S. The goal is to put everything on the phone. Thus, the Nordic nation of 5 million is becoming a virtual laboratory to experiment with the newest phones, networks and services. Holstein, William J. (December 13, 1999). "Moving Beyond the PC." ELECTRONIC COMMERCE AND THE WORLD TRADE ORGANIZATION
(WTO)
Electronic Commerce has been a topic of analysis by the WTO. But the situation is more complicated for products that are delivered as digitized information over the Internet, as a variety of issues...." |

NEW
YEAR'S RESOLUTIONS
I will do no harm. I will appropriately use
whatever I can.
I will only develop
software based on actual requirements.
I will model before I
code.
I will be able to justify
my work.
I will stop repeating
mantras.
I will work from several
points of view.
I will focus on more than
just performance.
I will respect and work
closely with my users.
I will only accept
realistic project plans.
I will improve my
communication skills.
I will make learning a
habit.
I will test everything
that I build.
I accept that there is
more to software than technology.
I accept that there is
more to software than development.
